A county commissioner in Grand County, Colorado in the 1880’s. He was involved in a long-running feud with fellow commissioner J.G. Mills. Mills had been voted to represent Grand County in the 1882 Republican State Convention, but Weber went as a contesting delegate, and was able to take Mills’ seat from him. They died in a shootout in Grand Lake.

In 1924 he moved to Grand Junction. He was the principal of Clifton Elementary School in the 1910’s. According to Oscar Winfield Jaynes Jr., Moulton took note of rivalries on the playground, and on father/son days, he had children box each other.
